Title: Efficiency of health expenditures in primary care in the Unified Health System - SUS

Abstract

The management of financial resources in the Unified Health System (SUS) primary care in Brazil has been increasingly challenging for municipal managers, mainly, due to the new ways of resource allocation instituted by the federal government in the last five years. This scenario, which refers to the analysis of the management of financial resources in the context of allocative efficiency (AE), has motivated this research with the aim of subsidizing the management of Primary Health Care – PHC. The research was structured under three approaches: (a) efficiency related to financing and public health expenditures; (b) efficiency related to the provision of health services/programs in PHC; (c) the relation between efficiency in funding/spending and efficiency in service delivery in PHC. The results showed that the resource efficiency in health can be analyzed by: (a) the structure and the result indicators, (b) municipal health program cost estimates, (c) the producing information on costs as an input for management and financing of the Unified Health System (SUS). The studies demonstrated greater efficiency related to financing and health expenditures; however, they did not show equivalent efficiency in the results of the actions and services provided to achieve benefits for better health of the population.
 

Biography

Maria Ondina Paganelli is a pharmacist, Master and PhD in Cardiovascular Pharmacology from the State University of Campinas - UNICAMP/BR. Post-doctorate from the Faculty of Pharmaceutical Sciences of Ribeirão Preto of the University of São Paulo - USP-RP/BR. Specialist in Health Economics and Management from the Faculty of Public Health of the University of São Paulo - USP/BR. She served as Technical Coordinator of the Ministry of Health Project for the Implementation of Pharmaceutical Care Service in primary care of the Unified Health System (SUS). Organizer, author, and co-author of the published work Pharmaceutical Care in Primary Care - on the project implemented in Unified Health System (SUS). Currently, she works as Technical Advisor in Public Health in the Regional Health Department of Piracicaba/SP of Secretariat of Health of São Paulo - SES-SP/Brazil.
